Summary of original problem as explained in the 2000 Self-Study Report:
Standard (8.3) The College will look into providing covered parking or a covered drop-off and pick-up area and a Handi-van phone line for persons with disabilities.
This problem was included to address the needs of the handicap student. This concern is not the result of the college being negligent or faulty but raised mainly to provide additional service to our handicap student population.
Explanation of the present status of the problem:
There seems to be a concern that handicapped students are exposed to rain while in route to their Handi-van ride near the bus shelter. While this may be true, every student faces the same situation. In discussing this issue with the UHCC’s EEO/AA Officer, it is not required for the college to provide a covered walkway to the bus shelter but could do it for compassionate reasons.
There currently is a handicap accessible phone outside the Library building. The location of the handicap phone was strategically located their as the elevators are in close proximity to the Kako’o Ike (Special Student Services) that assists students with disabilities.
Proposal of possible solutions to the problem:
The college could submit a CIP request to provide a covered walkway from the main campus to the bus shelter. Funding for this type of request is very unlikely in light of the budgetary constraints facing the college since it is not a health and safety issue or a compliance requirement. (Not Recommended)
Arrangements could be made with the Handi-van driver to drop off and pick up at the Child Care parking area. This proposal may not be feasible as the Handi-van operators prefer only one location for campus pick-up. The bus shelter is central to the campus and would be preferable for most disabled students due to its accessibility. (Not Recommended)
Maintain current practice since this concern does not seem to be pervasive and that alternative plans does not seem practical in light of the budgetary constraints on CIP funds. (Recommended)
